  6. The weather looks nice, as the arm is uncovered. It's hard to tell what the place is like unside, other than they probably serve coffee ...

    But why are the outside tables empty? Too early in the day?

    Actually, I think the arm belong to a spy who is pretending to casually drink a cup of coffee all the while really keeping an eye on the lobbyists connecting with lawmakers on the steps of a government building.
